I use Excel 2013 on Windows 8.1. Unfortunately, I have some software that
refuses to work with anything later than Excel 2010. Can I install Excel
2010 in parallel with Excel 2013? Is it possible to install it after the
installation for Excel 2013, or do I need to run a repair process on Office
2013 after an install of Office 2010 is complete?

They won't be 'parallel' in any sense since both are independent of
each other, and install to different folders. They will, however, share
common features and your personal macro workbook. Otherwise, you can
have both running simultaneously without issue from doing so. (doesn't
speak to individual version issues that persist)

It really doesn't matter compatibility-wise what order you install.
Note that that last version will become the default for all normal
intents, meaning to deliberately instantiate v2013 if that's what you
need to use.

You can also 'reset' the default by running 'Repair' from ControlPanel.
